Massachusetts Roofing Company and Owner Indicted on Workers’ Compensation Fraud Charges

BOSTON, Mass. — The Massachusetts Attorney General’s Office announced that Quincy-based roofing contractor The Roof Kings, LLC and its owner, Craig Galligan, have been indicted on multiple felony charges related to alleged workers’ compensation insurance fraud.

According to the Attorney General’s Office, a Norfolk County Grand Jury returned indictments on June 25 charging Galligan and The Roof Kings with four counts each of Workers’ Compensation Insurance Fraud and one count each of Larceny Over $1,200. The company and its owner are scheduled to be arraigned in Norfolk Superior Court on July 17, 2026.

Prosecutors allege that Galligan, as owner of The Roof Kings, was responsible for accurately reporting employee payroll, the type of work performed by laborers, and information regarding uninsured subcontractors to the company’s workers’ compensation insurer.

Under Massachusetts law, employers are required to accurately report payroll, employee classifications, and uninsured subcontractors so insurers can properly calculate workers’ compensation insurance premiums.

The Attorney General’s Office alleges that during multiple audits for insurance policies issued between 2021 and 2024, Galligan falsely represented that The Roof Kings had little or no payroll and only limited uninsured labor exposure.

Following an investigation conducted by the Attorney General’s Office and the Insurance Fraud Bureau of Massachusetts, investigators reportedly identified more than $1.5 million in previously undisclosed payroll payments made through company bank accounts between 2018 and 2024.

Authorities allege that the underreporting allowed The Roof Kings to avoid approximately $584,962 in workers’ compensation insurance premiums that would have been owed to A.I.M. Mutual Insurance Companies, a Massachusetts-based workers’ compensation insurer headquartered in Burlington.

The case is being prosecuted by Assistant Attorney General Kaelyn Hilliard of the Attorney General’s Insurance and Unemployment Fraud Division, with assistance from Criminal Investigator Dennis O’Connor, Victim Witness Advocate Lia Panetta, and investigators from the Insurance Fraud Bureau of Massachusetts.
