COLUMBUS, OH- The owner of a Columbus-based roofing company has been convicted of Workers’ Compensation Fraud after falsifying information on his Ohio Bureau of Workers’ Compensation (BWC) coverage application.
According to the BWC’s Special Investigations Department, Dilmar Cesar Roblero Gomez, owner of Construction Tech Renovations, was ordered to pay over $24,000 in restitution after investigators discovered he was not accurately reporting his employees or payroll.
The case began when the BWC received an anonymous tip alleging that Gomez was failing to report workers under his policy. Despite a prior audit that found similar issues, the report claimed Gomez continued to operate with 12 employees and two business locations while neglecting to include payroll information with the BWC.
Investigators determined that after his audit, Gomez had been instructed on proper reporting procedures. However, shortly thereafter, he closed the original business and opened a new one—applying for a new BWC policy under misleading descriptions unrelated to roofing and ultimately reducing the reported payroll to zero.
The investigation revealed that the company never actually ceased operations and continued conducting roofing work as before. Gomez was indicted for Workers’ Compensation Fraud, a fifth-degree felony, for falsifying information on the new policy application.
On October 15, 2025, Gomez pleaded guilty and was sentenced to repay $24,200 to the Bureau of Workers’ Compensation. The court ordered a minimum monthly repayment of $150 until the balance is fully repaid.
